The study below concludes that hazing is not an effective policy for preventing predators from attacking prey. The Bear shepherding program in the second link utilized a trained team firing bean bags with a shotgun, and chasing bears with a pack of dogs and the impact was still often inconclusive.

Instructing city residents like in Seal Beach, to chase after coyotes in their bathrobes and slippers late at night, banging on a coffee cup, without any training or equipment, is irresponsible, indifferent, city management at best, and arguably in violation of their legal responsibilities at worst.
